Although the new national standard further requires that infant and children's clothing should not have a rope design on the neck, yesterday, a reporter from Changchun Evening News found during a visit that rope wrapped infant and child clothing with safety hazards is still being sold. Children's clothing that does not meet the market standards is still being sold. It is understood that the new national standard has clearly regulated the safety performance of children's clothing, further improved and improved the safety requirements in chemical, mechanical, and other aspects, and added combustion performance requirements. In terms of mechanical performance and safety, the new national standard requires that the head and neck of clothing for infants and children under 7 years old are not allowed to have any ropes, textile accessories should have a certain tensile strength, and there should be no sharp tips or edges. Yesterday, reporters visited some infant and children's clothing sales malls in our city. In the children's clothing section of the Middle East market and Guilin Road market, reporters found that some children's clothing has long rope straps at the head and neck positions, and some have added rivets to the chest and shoulders to highlight the design and style. Among them, most clothing with ropes and straps are belly pockets, sun protection suits, and hooded jerseys. On multiple belly pockets and hoodies, the reporter found that the rope design is too long, especially for baby and toddler belly pockets, which mostly have four rope straps located on the neck and back. It is understood that children's clothing hats or neck straps can easily catch entertainment facilities, leading to malignant accidents, most of which occur on slides. Pull ropes can tightly wrap the collar around the neck, causing children to suffocate. The tension straps at the waist and trouser legs can hook onto moving vehicles or other objects, causing danger. In addition, if the rivets and other accessories on children's clothing fall off during the pulling process, and the small accessories that fall off are accidentally ingested by the child, it may cause suffocation and serious injury. Parents pay high attention to safety accessories such as ropes. During the interview, the reporter found that when parents choose children's clothing, the most important thing they care about is the style and fabric, and most parents are unaware of the new national standards. I have never paid attention to the design of rivets or straps when choosing children's clothing, and I was not aware that such children's clothing poses such a significant safety hazard. Among the 16 parents interviewed, parents of infants and young children stated that they pay more attention to the softness of clothing fabrics, ease of wearing and removing clothing, and smoothness of inner stitching when choosing children's clothing. When choosing clothing for kindergarten class or preschool parents, in addition to the fabric, they are more concerned about whether the clothing is beautiful, clothing brand, price, etc. They do not pay high attention to safety accessories such as drawstrings and zippers. We conduct annual spot checks on children's clothing with the words "GB31701" for quality inspection and purchase of children's clothing. During the sampling process, we found that some children's clothing not only has an unqualified pH value, but also pays attention to the presence of ropes and sharp accessories in children's clothing. Director Chen of the Light Industry Department of Changchun Product Quality Supervision and Inspection Institute introduced that GB31701-2015 "Safety Technical Specifications for Textile Products for Infants and Children" has made detailed regulations on different parts of children's clothing such as the head, neck, shoulders, waist, etc. compared to previous children's clothing standards. At the same time, the national standard has added limit requirements for six plasticizers and two heavy metals, lead and cadmium, in terms of chemical safety. In addition, the new national standard also stipulates that sharp objects such as metal needles should not be used in the packaging of infant and child textile products, and products are not allowed to have residual sharp objects such as metal needles. In response, he reminded parents that the introduction of this standard comprehensively and in detail regulates the safety performance of baby and child clothing. Parents can refer to this standard when purchasing children's clothing in the future. In the safety category of clothing tags, it is important to check whether there is the word GB31701. What should be done to deal with children's clothing that still does not meet the standards after the implementation of the new national standard for industry and commerce, as there is a transitional period that will not be investigated and dealt with? Yesterday, the reporter consulted with the staff of the Consumer Protection Department of the Changchun Administration for Industry and Commerce regarding this matter. According to its introduction, the new national standard has a two-year transition period for implementation, during which products produced before June 1, 2016 and meeting the relevant standard requirements are allowed to continue to be sold in the market. But starting from June 1, 2018, all relevant products on the market must comply with the requirements of this standard. In addition, the reporter learned from the Municipal Consumer Association that in recent years, there have been many complaints about the quality of children's clothing, most of which are issues such as color fading after wearing. But there are currently no complaints about safety accidents caused by ropes and other reasons. Staff remind consumers to first consider the safety and comfort of clothing when choosing baby and child clothing, and then consider other aspects such as style, decor, and decoration. Infant and child clothing generally has two labels: a hanging label and a durable label, which should be labeled with seven items of information, including the manufacturer's name and address, product name, product model specifications, raw material content, washing method, product standard number, and safety category. The new standard requires for the first time that the head and neck of clothing for infants and children under 7 years old must not have any straps.
